The video considered by the BBC reveals a person and a girl making racial feedback in direction of a girl and little one as they go by means of Manor Heath Park at Halifax on Thursday.
A person is seen throwing water on the lady and he or she asks if she has crossed the English channel in a ship and reached Britain.
The West Yorkshire police mentioned the suspects had been arrested on Saturday and had been detained because the interrogation continued.
In the video, the girl advised the person that she is a well being employee and lives in Britain for 15 years.
The West Yorkshire police thanked the general public for his or her assist in discovering the suspects.
