A Manikuttan, a staffer of the general public administration division and a member of the pro-Congress affiliation of secretariat staff, had posted photographs of Vijayan, who was clad in trousers and had his shirt tucked in, together with senior CPI(M) chief MV Jayarajan with the caption “goons in different attire”. The submit was shared in a WhatsApp group of workplace attendants on the secretariat.
