A gaggle of over 300 “prospective parents” have complained to the Ministry of Women and Child Development and the Central Adoption Resource Agency (CARA) about “increasing delays in the adoption process”.
Responding to their issues, the ministry on Friday mentioned that their “suggestions… have been noted and actionable points are being addressed”.
The group, which incorporates non-resident Indians, wrote to minister Smriti Irani on October 7. On October 21, some met officers from CARA – the nodal company that facilitates adoptions in India – demanding a sooner adoption course of.
The group raised the problems of delay and uncertainty of referrals (every potential mum or dad receives three referrals or profiles of kids they matched); lack of understanding from CARA; Lack of readability on new post-pandemic procedures; rising numbers of kids in institutional care; elevated threat of unlawful adoption; and underneath stress to undertake

“There are over 26,000 potential parents awaiting referrals, while the number of children legally free for adoption is very small. After being declared legally free for adoption, the children are immediately sent on referral, provided they have been medically examined…” the ministry mentioned.
“The pandemic has adversely affected every walk of life… CARA has taken a number of proactive measures… to ease and facilitate the adoption process,” it mentioned.
“We expected a delay due to the pandemic. But the adoption process has been slow. Earlier, CARA used to send three referrals a week – now they send one… Most people want children in the age group of 0-2 years. But if the waiting period is three-four years, the kids are all grown up by then,” mentioned Parul Agarwal, a potential mum or dad.
